The assessment results of responsibility for energy conservation objectives in all regions are: Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia, Liaoning, Shanghai, Jiangsu, Fujian, Jiangxi, Shandong, Hubei, Guangdong, Chongqing, Sichuan, Yunnan, Shaanxi and Ningxia 18 provinces are over fulfilled; The assessment result of Jilin, Heilongjiang, Zhejiang, Anhui, Henan, Hunan, Guangxi, Hainan, Gansu and Qinghai provinces is the completion grade; The assessment result of the Tibet Autonomous Region is the basic completion level; The assessment results of Guizhou and Xinjiang provinces are uncompleted.


In addition, according to the preliminary accounting data of the National Bureau of Statistics, by the end of 2009, Beijing and Tianjin had completed the energy conservation goals of the 11th Five Year Plan; 22 provinces including Hubei, Hunan and Guangxi have completed more than 80% of the project; Tibet, Anhui, Jilin, Guizhou and Qinghai have completed 70-80% of the project; Hainan and Xinjiang are two provinces whose completion progress is less than 60%.


The National Development and Reform Commission said that, according to the requirements of the State Council, the assessment results of energy conservation in various regions will serve as an important basis for the comprehensive assessment of local party and government leadership and leading cadres. Next year, the state will carry out an overall assessment of the completion of the energy conservation goals of the 11th Five Year Plan in all regions, strictly hold them accountable, and commend and reward those regions that have successfully completed their tasks; The leaders of the regions and departments that fail to fulfill their tasks shall be held accountable.
