Liu Xinqi: About The 2015 Cotton Corps Target Price Reform Pilot Work

Liu Xinqi pointed out that in 2014, the regiment, in accordance with the overall plan of the state, conscientiously implemented the reform plan approved by the State Council, and strengthened communication and coordination with the departments of national development, reform, finance, agriculture, statistics, quality supervision and other departments. The leading group members and cotton planting divisions combined closely with the actual situation of the Corps, refined the work plan, formulated supporting measures, and conscientiously carried out the implementation so as to ensure the smooth progress of the reform.

Liu Xinqi emphasized that

The work is very important. It is related to the development of the cotton industry and the income of the workers and staff members, which is related to the benefits of the cotton planting farms.

In particular, in the face of the decline of cotton target price level and the impact of high temperature weather on cotton production, we must conscientiously sum up our experience, find and solve problems in a timely manner, and strive to achieve better results.

Liu Xinqi demanded that all relevant departments should focus on six aspects at present. First, we should timely publish and implement the implementation plan of the reform pilot work, and publicize and interpret policies extensively and thoroughly.

Two, we must seek truth from facts, do a good job of price monitoring and collection, and accurately reflect the market price level.

Three, we must do a good job in cotton quality control, improve the quality of corps cotton, and enhance market competitiveness.

Four, we should continue to implement the management measures of cotton purchase and sale, and adopt a combination strategy to strengthen the purchase and sale of cotton.

Fifth, we must strengthen the link with the central finance, do a good job in the application of cotton subsidy funds, allocate and fulfill all aspects of the work.

Six, we must speed up the construction of information system so as to enable it to play its due role as early as possible.
