Social insurance fund special work plan

The safety and integrity of social insurance funds are closely related to the vital interests of the masses and affect economic development and social stability.

In recent years, various regions and relevant departments have strengthened the supervision and management of social insurance funds in accordance with the requirements of the Party Central Committee and the State Council.

However, the problem of non-standard management is still widespread, and the phenomenon of misappropriation has occurred frequently, which has affected the operation of the fund security and social insurance system.

In order to solve the problems existing in the management of social insurance funds, improve and improve the long-term mechanism of fund safety and promote the healthy development of social insurance, the second plenary session of the Seventeenth Central Commission for Discipline Inspection and the National Conference on rectification work decided to carry out special treatment of social insurance funds.

To do this work, the following plans are formulated:

I. guiding ideology and working objectives

The special treatment of social insurance funds should be guided by the spirit of the 17th plenary session of the 17th CPC Central Committee and the second plenary session of the Seventeenth Central Commission for Discipline Inspection. In order to ensure the safety of the fund, safeguard the fundamental interests of the masses and build a harmonious socialist society, we should focus on correcting and investigating violations of discipline, improving the fund management and supervision policies, standardizing the basic management and improving the supervision mechanism, so as to effectively solve the outstanding problems in the work, better safeguard the security of the fund, and ensure that the social security function really benefits the people.

Through special management, we can promote the performance of the social insurance fund management departments, perform their duties strictly, act in strict accordance with the law, further strengthen the collection of funds, achieve full receivables, facilitate the masses to receive, prevent fraud and swindle insurance, standardize internal management, strictly prohibit misappropriation, invest in operation safety, achieve value preservation and increase in value, strengthen supervision and inspection, and ensure effective supervision.

Two, scope and content

The scope of special treatment is: endowment insurance fund (including pension insurance fund for urban employees and pension insurance fund for government institutions); unemployment insurance fund; medical insurance fund (including basic medical insurance fund for urban workers and basic medical insurance for urban residents); work-related injury insurance fund; maternity insurance fund; National Social Security fund.

The contents of special governance are: solving the following problems in the collection, payment and management of funds:

(1) the social insurance premium is not collected according to the law, and the social insurance premium is not collected in time; the income is not accounted for according to the regulations, the income of social insurance premium is concealed or pferred, and the preferential policies for collecting taxes are formulated by itself, resulting in the problem of uncollects social insurance premiums.

(two) not strictly enforce the payment policy of the social insurance fund, expand the scope of use without authorization, do not pay social insurance benefits in time or in full, or mismanage the management, resulting in the protection of the interests of the masses; failing to settle medical expenses in time, affecting the efficiency of the fund; and embezzlement, interception, occupation, misappropriation of social insurance funds, and fraudulent means of obtaining and swindling social insurance funds.

(three) banks do not set up bank accounts, pfer bills, pfer funds and carry out accounting calculations according to regulations. Personal accounts are not recorded according to regulations, and funds are not collected according to regulations.

(four) it does not keep the balance fund in accordance with the regulations, fails to implement the interest rate policy of the social insurance fund stipulated by the state, or causes investment losses caused by illegal investments; the problem of misappropriating funds that has been left over from history has not been solved, and the security of the fund has not been guaranteed.

(five) the national social security fund and trustee management funds carry out investment policies, avoid market risks, ensure fund safety and improve operating income.

Three, steps and methods

The special treatment began in June 2008 and ended at the end of 2009. It was roughly divided into four stages.

(1) deployment start-up phase (6-8 2008).

Led by the Ministry of human resources and social security, the Ministry of finance, the people's Bank of China, the State Administration of Taxation, the Ministry of supervision, the State Council rectifying office, the National Social Security Fund Council, the auditing department, the Ministry of health and the Securities Regulatory Commission participated in the work of the social insurance fund's inter ministerial leadership group (hereinafter referred to as the inter ministerial leadership group).

The inter ministerial leadership group has offices under the Ministry of human resources and social security, and is responsible for daily specific work.

The provinces, autonomous regions and municipalities directly under the central government shall, in accordance with the unified arrangement, set up a leading group for the special management of social insurance funds (hereinafter referred to as the provincial leading group), and formulate specific plans according to the actual conditions of the region, and organize and implement special management work.

(two) self check and self correction stage (September 2008 May 2009).

The provincial leading group, in accordance with the contents of special governance, organizes the departments involved in the operation and management of social insurance funds to carry out self-examination.

First, sorting out and sorting out the problems found in previous inspections and audits, and putting forward opinions according to the time, nature and responsibilities, and adopting economic, administrative and legal means to resolutely correct them.

For funds left behind by history that have caused losses, they can not be recovered, which are misappropriated by the government and the relevant departments. They are repaid by the government at the same level. If the government at the same level reclaims some difficulties, the people's governments at the provincial level can approve them, and they can do the verification.

Individual special problems can be reported to the inter ministerial leadership group for research and suggestions.

Two, we should seriously investigate new problems, correct them as soon as possible, correct them immediately, and make plans for rectification and rectification within a time limit.

Cases of serious violation of laws and regulations, including corruption, interception, occupation, misappropriation, and fraudulent use of social insurance funds, must be investigated and dealt with according to law. Those who violate the criminal law shall be pferred to judicial organs for handling.

Three, we should improve the management and supervision policies of social insurance funds and improve the internal control system of fund management agencies.

The provincial and inter ministerial leadership teams should strengthen supervision and supervision at the stage of self-examination and self correction.

(three) inspection and acceptance stage (6-8 months, 2009).

The self inspection and self correction work should be strengthened, and the inter ministerial and provincial leading groups should strengthen the inspection and conduct spot checks.

The provincial leading group carried out spot checks on self checking and self correcting work in some cities and counties, and the spot checks were not less than 50%.

The key is whether it is serious about checking and correcting itself, whether the problems are corrected or not, whether the hidden dangers of fund risks have been investigated and prevented, whether the rules and regulations and internal management have been perfected, and whether to put forward opinions on safeguarding the fund safety and establishing a long-term mechanism for ensuring the safety of funds.

Through spot checks, summing up experience, pointing out problems, urging rectification.

On the basis of spot checks at the provincial level, the inter ministerial leading group will conduct spot checks and check the provinces and cities with a face of not less than 1 / 3.

It is mainly to check the situation of self-examination and self correction and spot check, to know whether there is a problem of going through the field. If we are not serious about work and do not rectify thoroughly, we should supervise and urge rectification. We should inform and criticize seriously and deal with fraud and concealing problems.

The inter ministerial sampling team is composed of leading group members and local comrades.

(four) summary report phase (9-12 2009).

The provincial leading group summarized the special management work and submitted it to the inter ministerial leading group before the end of October 2009.

On the basis of summarizing the local conditions and the results of spot checks, the inter ministerial leadership group summed up the special work comprehensively, objectively evaluated the current situation of the fund supervision, summed up the practices and effects of special governance, and put forward suggestions and suggestions on strengthening the system, mechanism and system construction, deepening the work of source governance, and submitted a report on special management to the Central Commission for Discipline Inspection and the State Council.

Four, job requirements

(1) raising awareness and strengthening leadership.

All localities should fully understand the importance of social security fund safety and the necessity of carrying out special treatment. This work should be included in the local agenda and supervision matters, grasp the progress, strengthen guidance in time, coordinate and solve the contradictions and problems encountered in the work, and provide necessary conditions for special administration to ensure the smooth progress of the work.

(two) conscientiously deploy and implement the plan.

The members of the inter ministerial leadership group should give full play to their functional advantages, organize, coordinate, supervise and guide the system according to the division of labor, do well in the deployment, self-examination and rectification work; strengthen communication and consultation among departments, support and cooperate with each other, and jointly implement the work of various stages of special management.

The provincial leading group should combine the actual situation of the region, formulate the implementation plan, clarify the tasks, objectives, division of labor and measures, carefully deploy and implement, so as to make the special management really achieve tangible results.

(three) exchange information and promote experience.

The provincial leading group should report on the work once a month, and the important facts will be reported in time.

The inter ministerial leadership group should keep abreast of the work situation in various areas, and exchange information through the compilation of "social insurance fund special management work bulletin" and so on, promote experience, inform the problem, and guide and promote the work of various regions.
