A few days ago, the China Textile Industry Association issued the Notice on Reviewing the Pilot Areas of Textile Industry Clusters, which officially launched the reevaluation of the pilot areas of textile industry clusters.


Re rated as better development of clusters


At present, Textile cluster economy It has accounted for about 80% of the total textile economy, and has formed hundreds of textile industry cluster areas with prominent characteristics and a large number of employment absorption, focusing on county and town economies and some central cities, making important contributions to the development of local social economy and the development of the entire textile industry.


Since 2002, the China Textile Industry Association has started the pilot work of textile industry cluster. Over the past eight years, 164 cities, counties and towns have been listed as pilot areas and awarded corresponding honorary titles. After the determination of the pilot project, the China Textile Industry Association signed a pilot agreement with each pilot area, and both sides made efforts to work in accordance with the agreement. In general, thanks to the joint efforts of local governments, enterprises and industry associations at all levels, these pilot areas have developed rapidly, improved continuously and achieved gratifying results. However, in some regions, the development direction of local economic priorities has been adjusted, the focus of work has been shifted, and support and management have been neglected.


In order to better consolidate the foundation of the textile industry, improve the industrial level of the textile cluster areas faster, and make them develop steadily and healthily during the "12th Five Year Plan" period, the China Textile Industry Association decided to conduct a review of the 164 pilot areas that have been named while expanding new pilot areas as needed.


Three stage self-assessment and review combination


Re confirm the pilot through re evaluation, sign the pilot agreement during the "12th Five Year Plan" period, and re award the corresponding honorary title. The honorary title of the area that is no longer listed as a pilot after the re evaluation will be revoked accordingly. The re evaluation work is mainly divided into three stages:


In the first stage, the self-evaluation of pilot areas is combined with the investigation of associations. Each pilot area should write a report according to the self-evaluation content proposed by the association, and review the situation since 2005 based on the statistical data of 2005.


In the second stage, on the basis of self-evaluation, the Textile Industry Association will organize relevant forces to carry out a key investigation. After redefining the pilot, the Textile Industry Association will sign a pilot agreement on industrial cluster development during the "12th Five Year Plan" with the pilot areas.


In the third stage, in the second half of this year, the textile industry association will organize a national textile industry cluster working conference, announce the textile industry cluster pilot areas that have passed the reevaluation and the cluster areas that have joined the pilot team, and give them honorary titles. At the same time, it will commend "the second batch of workers who have made outstanding contributions to the development of the national textile industry cluster" "Activists in Pilot Work to Promote the Development of Textile Industry Clusters" and the first batch of "Textile Industry colony Excellent statisticians ".


Do a good job in self assessment and delisting


Chen Shujin, Vice President of China Textile Industry Association, pointed out that this year is an important year to comprehensively realize the goals of the 11th Five Year Plan and lay a solid foundation for the development of the 12th Five Year Plan. The self-assessment work of cluster pilot areas is to review history, summarize experience, lay a good foundation for the development of cluster areas, and is of great significance for building a textile power.


Seven parts should be submitted by cluster areas for this self-assessment, which are:


1. Local government's support for the development of textile industry. This is reflected in the formulation of development plans, the introduction of policies and measures, capital investment, institutional settings and other aspects.


2. Construction of public service platform. It is mainly reflected in the construction of the public platform for industrial innovation based on the five pillars of R&D design, quality inspection, personnel training, informatization, e-commerce and modern logistics, and the results achieved.


  3.  Textile industry The situation of horizontal lifting. Compare and summarize the industrial park construction and product level, equipment level, scale level, technical level, marketing, brand, talent, region and corporate culture.


4. Industrial energy conservation, emission reduction and environmental protection. Whether local enterprises can meet the standard requirements. It shall be evaluated by the local environmental protection department.


5. Popularization of corporate social responsibility.


6. Organization construction and role of the association.


7. Give examples to illustrate the main problems in the development of local clusters.


When submitting the self-evaluation report, the cluster pilot areas should also submit the statistical table of the basic situation of the textile industry cluster pilot areas from 2005 to 2009 and the regional "12th Five Year" textile industry development plan or assumption. The self-assessment report shall be submitted to China Textile Industry Association before June 15. The regions that do not report will be deemed to automatically withdraw from the pilot list.
