Because a country unilaterally decides to liberate its tariff and non-tariff trade in goods and to open its service market, the interests it gains are mainly determined by the reaction of other trading partners to such liberalization reform. If the reaction is good, that is, the concession is also granted, the benefits will be large, otherwise the smaller one will be.

Under the WTO system, the trade liberalisation of a member is carried out within the scope of the existing members' commitment to open the market. The natural benefits brought by such trade liberalization reform are guaranteed by the WTO machine, which is not so uncertain as the interests of unilateral or bilateral trade liberalization.

Therefore, multilateral trade liberalization is better than unilateral trade liberalization, especially in developing countries such as China.
