The environmental protection tax comes from the European Union. It is a tax on the use of fossil fuels. Earlier, Fu Qiping, deputy to the National People's Congress, pointed out in his blog that at present, China's environmental protection funds are mainly raised through financial input and sewage charges. Because of the lower fees and lower operating costs, some of the polluters would rather not pay for the pollution control facilities.


"By imposing an environmental tax, the risk of withholding taxes and appropriating special funds for environmental protection is far greater than its income." Fu Qiping said that only by evaporating the profiteering space between pollution control and payment of sewage charges can enterprises truly implement environmental protection in production.


According to the introduction, during the "12th Five-Year" period, our Congress made greater use of market mechanisms and economic means to achieve the goal of reducing carbon intensity. For example, we have explored carbon trading in Tianjin, Beijing, Shanghai and some places.


In addition, Jie Zhenhua said that some places have adopted some erroneous practices in order to achieve the goal of saving energy in 11th Five-Year, and the problem has been solved step by step.


During the "11th Five-Year" period, China set a target of reducing energy consumption per unit GDP by about 20%. Jie Zhenhua said, "for the first time in history, we have determined such a goal of energy conservation and emission reduction, and it is a binding goal. We really have no experience."


He said: "on this issue, there are some places which are loose and tight before implementation. By the end of this year, some erroneous practices have been taken to achieve this goal. These conditions still exist. These are a few local areas."


According to media reports, since the second half of this year, in order to achieve the goal of saving energy in 11th Five-Year, some places have adopted the way of power restriction, which has a certain impact on the normal production and life of ordinary people and enterprises.


Jie Zhenhua said that these problems are being solved step by step after we have asked all localities to take positive measures. China's target of reducing energy consumption by about 20% is expected to be realized by the end of this year.
