How To Understand That The Reform Has Reached The "Critical Period"?

Overall Situation Of China'S Reform

Deepening the reform of the system is one of the most heated topics this year's "two sessions".

Judging from public opinion, there seems to be a consensus on Reform in China.

However, if we want to really start the deep structural reform, we still face great challenges.

In our view,

China reform

The greatest resistance is not from the differences in ideology or political ideals, but from the vested interest groups.

The reform is the adjustment of interests, while the deep system reform needs to adjust the past interest formation mechanism from the system, which is equivalent to breaking the special interest group from the "root" and gaining the interest channel.

Moreover, the new institutional reform may also trace the distribution of existing interests.

Therefore, how to protect the existing interests and impede the reform of the system is of the same importance as "life saving".

Wen Jiabao, premier of the State Council, once again answered the question of China's political restructuring during the two sessions.

Wen Jiabao stressed the urgency and importance of China's promotion of political restructuring. Without the success of the political restructuring, the reform of the economic system could not be carried out, and the achievements of reform and construction that had already been achieved could still be lost. The new problems in the society could not be fundamentally solved, and such a historical tragedy of the "Cultural Revolution" might happen again.

He also said that in a country like China with a population of 1 billion 300 million, we must proceed from the national conditions and gradually establish socialist democracy.

This is not an easy task, but reform can only advance, not stagnate, nor retrogression. Stagnation and retrogression have no way out.

Leaving office next year.

Premier Wen Jiabao

The strong appeal for reform has been echoed by other top leaders of the State Council.

At the "China Development Summit Forum 2012" held recently, the Standing Committee of the Political Bureau of the CPC Central Committee and vice premier Li Keqiang also talked about reform from an economic point of view.

He said that China's economic development has reached the critical stage of changing the mode of economic development.

Reform and opening up is the fundamental driving force for economic pformation and modernization drive. At present, China's reform has entered a critical stage. We will deepen reforms in finance, taxation, finance, prices, enterprises and income distribution systems, strive to break through in key areas and key links, better play the fundamental role of the market in resource allocation, and resolutely break down institutional obstacles to economic and social development.

Vice Premier Li Keqiang has identified the current stage as the "critical stage" of economic reform. In fact, this is not only a critical stage of economic reform, but also a key stage of other deep-seated structural reforms, such as the reform of the party and state leadership system mentioned in Premier Wen's speech.

In our view, how to understand the words "critical stage" will have a major impact on the current and future situation.

If we can understand it accurately, we will be able to keep pace with the situation and adjust our strategy in time. If we fail to understand it, we will not be able to keep pace with the situation, and we may also face adjustment or even elimination in the process of reform.

Therefore, understanding the "critical stage" requires some political wisdom.

In the view of Chen Gong, chief researcher of Ampang, since the words "critical stage" can be openly put forward at the central level, it shows that the determination of the top level to reform has been fixed. The general trend of reform has been decided. It may even be said that the overall situation that was not clear in the past is now fixed.

Judging from the current situation at home and abroad,

China reform

The pressure comes from different aspects, both from home and abroad. It comes from economy as well as from society and politics.

Take the economy as an example, the Wall Street journal has shouted the pessimistic tone that "the Chinese economic feast is about to end." although this argument is too pessimistic, it is still enough to cause widespread concern in the domestic market under the slowdown of China's economy.

Very simply, if China's economy stalls too fast, it will likely lead to many economic and social problems in China.

To solve the crux of China's numerous economic and social problems, we must only push ahead with reform.

Therefore, whether we really push forward the reform will have much room for China's steady development in the future and how much room for maneuver? Now, if we take seriously the "critical stage", we must take reform actions.

The past situation is not clear, so different views and opinions are intensely intertwined. But now the situation has become clearer, and we can basically assume that the overall situation is beginning to be determined.

Reform is not only to create a system environment for China's economic development, but also to bring about a major adjustment of China's social system, which is of great significance to the development of Chinese society in the future.

If we can steadily push forward the reform, we believe that most Chinese will breathe a sigh of relief.
