Since the beginning of this year, a wave of relocation has begun to flow quietly among enterprises from other places in Quanzhou. Only in the first half of this year, more than 300 enterprise headquarters or marketing centers have returned to Quanzhou.


Under the circumstances of the global financial crisis and the general decline of the industry, the high operating costs of the first tier cities, the land and tax policies that are no longer attractive, make the businessmen who are inherently profit seeking want to retreat and return to their hometown for development. Only a few years ago, they were still thinking about how to escape from their hometown.


As one of the cradles of China's private economy, Quanzhou is trying to attract more and more private enterprises to join by taking advantage of its complete industrial chain, resources and location advantages.


A series of preferential policies issued by the government for the "second entrepreneurship" provide enterprises with information, capital, talents, logistics and other resources on which to survive, which is a huge improvement for the entire industry and guarantees the integrity and activity of the industrial cluster.


"Where there are resources, enterprises will go," said Tian Qiming. He even believes that in today's increasingly developed transportation and e-commerce, there is no difference in where the enterprise headquarters are located, because the preferential treatment given by each region is phased, "only the soil where the enterprise is rooted is the most important."


The high operating cost is another important reason that forces enterprises to retreat from the first tier cities. More than one Quan businessman complained that at the time of the current financial crisis and tight corporate capital chain, cost pressure made them feel embarrassed and burdened.


Just take the housing price as an example, the cost of renting an office building in Beijing, Shanghai, Guangzhou and other big cities can almost buy a floor in your hometown. After the return, the headquarters building, which is solely owned by the local government, has completely solved this problem. The high housing price also forced some talents to flee from big cities and enter second and third tier cities. It is high time for enterprises to return at this time.


In addition, the land and tax policies that are no longer attractive in some cities also gave rise to the idea of "going back" for some enterprises.


Wang Kesi, deputy director of the Development and Reform Commission of Quanzhou, said that once, the headquarters economic zone in Xiamen was almost "tailored" for Quanzhou enterprises. Only in terms of tax revenue, lower than the 10% tax rate in Quanzhou, can save a lot of money for enterprises every year. However, with the end of its tax preference period in 2012, it is difficult to say whether some enterprises are willing to stay.


However, some people remain unmoved. Previously, the return of some Shishi enterprises triggered the doubts of Xiamen media about whether the relocation has shaken the headquarters economy in Xiamen. However, some interviewees from Jinjiang enterprises responded that they did not consider returning to their hometown for development. Industry insiders believe that Xiamen is a compromise choice for Quanzhou enterprises to set up headquarters, compared with the first tier cities such as "Beijing, Shanghai, Guangzhou and Shenzhen".


An official in Quanzhou told reporters that the government just set up a platform, and whether the enterprise will return depends on its will.


Is Quanzhou's vigorous "second entrepreneurship" just a "achievement project" of government departments? Will it turn out to be a "little thunder and little rain"? Some local respondents expressed such doubts.


"We are taking out real gold and silver, which is real, not empty." Wang Kesi said that the government's goal is to build Quanzhou into the headquarters of private enterprises and the paradise of private economy nationwide.
