In addition to the pilot sites such as Shenzhen and Xiamen, the commercial system reform has been implemented in the whole country since March 1, 2014.

A number of reform measures such as subscription capital system, annual inspection and annual report, pre certification, first amendment, and post license have been launched in the whole country.

The key is to expand and manage strictly.

We should simplify procedures, untie enterprises and create a relaxed and equal access environment.

According to the latest figures of SAIC, in March 2014 ~2015 February, the total number of newly registered market entities was 13 million 407 thousand and 300, an increase of 18.30% over the same period, and the registered capital (gold) was 22 trillion and 380 billion yuan, an increase of 90.19%.

Among them, 3 million 832 thousand and 300 enterprises, an increase of 49.83%, registered capital (gold) 20 trillion and 660 billion yuan, an increase of 1.02 times.

On average, 10 thousand and 500 newly registered enterprises are registered every day.

The other set of figures is more direct: from September 1, 2011 to August 31, 2013, the average time of running a business is 25.59 days.

Since the implementation of the commercial system reform, the time of running an enterprise has been shortened to 14.29 days, saving nearly half of the time.

In the 20 day's inspection, Li Keqiang focused on the hard nut to crack in the reform of the commercial system. What's the answer?

At the subsequent symposium, Li Keqiang said that if the card number one could not be realized, the people would also run errands, and it would also increase the cost of starting a business and reduce the enthusiasm for innovation.

It also puts forward the hard demand: we must press ahead with the reform of the three cards, and strive to achieve one card number one year, effectively reduce the requirements for registration of enterprises, and continue to simplify the process of enterprise registration and cancellation.

The three certificates of industry and commerce, taxation and quality supervision are unified.

At present, 24 provinces across the country are promoting this work.

Zhang Mao, director general of the State Administration for Industry and commerce, said in public that the efficiency of government public services will be maximized in 2015.

Among them, the most crucial step is to promote the integration of the three cards.

Zhang Mao said that this work will greatly facilitate the enterprise, the general registration statutory time can be reduced from 20 days to 5 days.

Taking the pilot project in Liaoning as an example, the province's approach is to build a unified and comprehensive registration platform for the whole province. The business sector accepts the application materials uniformly, and pfers them internally to the departments of state tax, land tax, quality supervision and so on.

After implementation, the registration can be completed within 7 working days after submitting all materials.

In addition, the interdepartmental linkage is not only directly between the four departments, but also other departments related to the operation of the banks and other enterprises.

Therefore, it is urgent to carry out the top-level design in all over the country to solve the limitation of effectiveness caused by different modes.
