Recently, the AQSIQ and the National Standards Committee approved the issuance of the mandatory national standard GB31701-2015 "infant and child textile product safety technical specification".

This is the first mandatory national standard for children's and children's textile products (children's wear).

According to the relevant person in charge of the AQSIQ, the standard carries out a comprehensive regulation on the safety performance of children's clothing, which will help guide production enterprises to improve the safety and quality of children's clothing and protect the health and safety of infants and children.

The new standard will be formally implemented in June 1, 2016.

It is understood that the safety technical specification for infant and child textile products stipulates the safety technical requirements, testing methods and inspection rules for infants and children's textile products.

Dai Hong, director of the two national standard industrial standard, said that in view of the particularity of infants and children groups, the standard further improved the safety requirements of infants and children's textile products on the basis of the original textile safety standards, and the safety requirements were upgraded in an all-round way.

In terms of chemical safety requirements, the standard increased 6 kinds of plasticizers and lead, cadmium, 2 kinds of heavy metal requirements.

In terms of mechanical safety, the standard provides detailed regulations for the different parts of children's clothing, such as head, neck, shoulder and waist, requiring no rope for children and children under 7 years of age.

The standard also stipulates textile accessories, requiring that attachments should have certain tensile strength and should not have sharp edges and sharp edges.

In addition, the standard also increased the combustion performance requirements.

According to the age difference, children's clothing is divided into two categories. It is suitable for infants and young children aged 36 months and below, and is suitable for children's textile products. It is suitable for children over 3 years of age and children under 14 years old.

According to the different safety requirements, the standard also divides children's safety technology categories into three categories: A, B and C. Class A is the best, followed by B class, and C class is the basic requirement.

The standards require that infants and young children's textile products should meet category a requirements. Children's textile products with direct contact with the skin should meet the requirements of category B at least. Children's textile products with direct contact with the skin should at least meet the requirements of category C.

At the same time, children's clothing should be marked on the instructions, and infant textile products should also be filled with "baby products".

In the future, when choosing children's clothing, consumers can refer to the safety categories specified in the instructions.

At the same time, all infants and children's clothing should not be extended or tied on the back except for the waist belt. When the rope is fastened at the sleeves of the long sleeves, it should be completely placed in the clothing, and the clothes below the hip line should be placed. The rope at the bottom should not exceed the edge of the garment, and the clothes that extend to the ankles should be placed entirely in the clothing.

When the clothing is spread to the largest size, the length of the extended rope should not exceed 140mm. The free ends of the rope should not be allowed to knot or use the three-dimensional ornaments. The circumference of the ropes with fixed ends and protrusion should not exceed 75mm. The length of the two fixed ends on the clothing should be over 75mm.

The new standard also stipulates that the sharp needles such as metal needles should not be used in the packaging of infants and children's textile products. No sharp metal needles and other sharp objects are allowed on the textile products of infants and children.

The durability labels for children's garments that are stitched on the body can be placed directly in contact with the skin.

According to the new standard, the fabric used in infant and child textile products, fabrics and accessories should meet the requirements of the corresponding safety technology category in the basic safety technical specification for textile products of the state GB18401-2010. The lead content in Category A shall be less than or equal to 90mg/kg, and the cadmium content should be less than or equal to 100mg/kg.

(2- ethyl) hexyl ester (DEHP), dibutyl phthalate (DBP), butyl benzyl ortho benzoic acid (BBP), two nisohexyl carboxylate (DINP), o-phenyl two formic acid two isodecyl ester (DIDP) and two phenyl octyl ester (DNOP) of o-phenyl two formic acid (DBP) should be less than or equal to 0.1%, and the combustion performance is 1 level (normal combustibility).

The decorative strings on the shoulder strap should not have any free ends or girth longer than 75mm with a length of more than 75mm. The length of the rope fixed at the waist should not exceed 360mm from the fixed point and should not exceed the bottom edge of the garment; when the short sleeve sleeves reach the maximum size, the extension length of the rope at the cuff should not exceed 75mm.

For children over 7 years old and above, there should be no free ends for adjusting the clothing size of the head and neck.
