Shanghai Chemical Industry Park Explores To Build A World-Class Petrochemical Industry Base

After 23 years of development and construction, Shanghai Chemical Industry Park is gathering internationally renowned enterprises to explore the construction of a world-class petrochemical industry base. On the 20th, Invista, a well-known enterprise in the chemical industry, and Shanghai Chemical Industry Park (Shanghai Chemical Industry Park for short) signed a memorandum of cooperation on adiponitrile production base in Shanghai.


It is reported that the design plan for the 400000 ton Adiponitrile (ADN) production base of Invista has been launched, and the investment is expected to exceed 1 billion dollars (7 billion yuan). With the support of government departments, the project construction will start in 2020 and is expected to be put into production in 2022. Adiponitrile is an important raw material for nylon 6,6, which can be used to produce many products, including engineering plastics, airbag fabrics, high-performance coatings and special clothing fibers.


The project is expected to inject new development impetus into Shanghai Chemical Industry Park, further improve the existing industrial chain and value chain of the park, and help Shanghai Chemical Industry Park to take another step towards the petrochemical industry base with international influence.


Hou Jinhua, Deputy Director of the Management Committee of Shanghai Chemical Industry Park, introduced that Shanghai Chemical Industry Park started land reclamation from the sea in 1996. After 23 years of development and construction, it has become one of China's chemical parks with the largest number of internationally renowned multinational chemical enterprises, the most advanced level of circular economy, the highest level of industry, and the most stringent safety and environmental protection management.


It is reported that Shanghai Chemical Industry Park is currently exploring the construction of a world-class petrochemical industry base, gathering world-class enterprises, which has attracted the investment and construction of global well-known multinational companies such as BASF, Covestro, Huntsman, Suez, Mitsui Chemical, etc., with foreign-funded enterprises accounting for up to 80%.


Shanghai Chemical Industry Park focuses on attracting international high-end projects. The park has many sets of internationally advanced main chemical plants. By the end of 2018, the park had attracted a total investment of 24.97 billion dollars in projects and completed a total investment of 122.53 billion yuan in fixed assets.


Hou Jinhua said that Shanghai Chemical Industry Park plans to attract more high-quality projects in the industrial chain to settle down, and also encourages existing enterprises in the park to carry out technological transformation and upgrading.


It is reported that in 2018, against the background of optimizing the business environment in Shanghai, Shanghai Chemical Industry Park will comprehensively optimize the business environment of the park and continue to enhance its attraction to the global high-end chemical industry resources. For example, the construction of the "All in One Network" channel of Shanghai Chemical Industry Park government service and the start of the construction of an intelligent government service hall will enable enterprises to enjoy 24-hour "no closing" services. For another example, the Park implemented the reform of the approval system for construction projects in Shanghai, and the approval time limit was reduced from an average of 267 working days before the reform to a maximum of 98 working days after the reform (including 20 working days for project completion acceptance and real estate registration).
