1049 parcels, 1181 pairs of torts, nearly 1000 overseas recipients...

What kind of secrets are hidden behind these scattered information? Hangzhou Customs announced in April 24th.

Electronic business platform

Jointly cracked a case of selling infringing goods through cross-border e-commerce platform to overseas.

This is the first cross-border Internet export infringement case in the country that has been seized by big data analysis.

Mail channels are frequently seen as "twin" infringement shoes.

In December 17, 2015, customs officers of Hangzhou customs post office were checking a number of export parcels.

When a large woven bag passes through a X optical machine, the attentive officer sees something different.

Image shows that this is a group of sports shoes, the number of about 50 pairs.

Because a woven bag is often packed in the same place and at the same time, it means that the same place and different people will send shoes abroad.

Is this coincidence? The locale officers opened a small parcel in the woven bag, one pair of sneakers with Adidas logo, but experienced officers saw the problem from rough rough workmanship and "Vietnamese made" label in shoes.

This is probably a group of infringing sports shoes.

Just as the right of duty liaison person identified the suspicious sports shoes, similar "sports shoes" appeared frequently in the postal channels.

In less than 1 months, the Customs seized 3 batches of 1049 parcels and 1181 pairs of suspected sports shoes.

More than 1000 parcels are like twin brothers. Shoes are all made of Adidas brand. The labels on shoes are marked "made in Vietnam" and slightly rough in their workmanship.

After being authenticated by the brand rights holders, these sneakers are all "Shanzhai" products and infringe on the trademark rights of Adidas.

Big data analysis reveals fraud Gang

After some comparison, the customs officers found that the correlation degree of these parcels was very high: the postal parcels were sent from Yiwu and Ningbo to Italy, Spain and other European countries, and the time of sending them was relatively concentrated. What's more, they were exported through a cross-border e-commerce platform of Alibaba.

As a result, it is very likely that there will be a counterfeiting and selling gang that uses the Internet to cross the border to "break up the whole area" and "ants move".

Hangzhou customs quickly launched a survey of these infringing parcels in three ways: they contacted the postal service one by one, compared the postal package information with the electronic business platform account, and did a good job of the evidence of the infringing goods involved. They took the initiative to dock with the electronic business platform and analyzed the paction of the infringing goods with the help of the data superiority of the platform. All the way, in cooperation with the public security organs, promptly informed the Zhejiang Provincial Public Security Bureau of the case clues.

After receiving the clue of the customs notification,

Alibaba

The e-commerce platform quickly tracked thousands of paction records involving infringing parcels.

In the end, the customs and electric business platform joined hands, using big data analysis, and uncovered the "behind the scenes black hand" behind the parcel.

Initially found out a number of Internet sales illegal businesses with Gang nature, of which 1 accounts were highly suspect.

According to the clues currently available, this account sells the infringing goods with the help of the Internet and divides them into postal packages for export. In a year alone, the sales amount exceeds 200 thousand dollars.

"The key to success is to find out the selling bands behind the infringing sports shoes," he said.

Fu Jianping, director of the Hangzhou customs and Regulations Department, said that as the last gateway before the export, customs could lock in the risk postal parcel and check the real object. The electronic business platform can grasp a large amount of data, which can be traced back to the paction chain.

Three party cooperation, see goods see people, can eventually achieve a precise attack on infringement.

Cross-border E-commerce

In combination, customs protection of intellectual property rights is facing new challenges and challenges.

Fu Jianping said that at present, Hangzhou customs has reached a consensus with Alibaba on the joint action against Internet cross-border infringement.

At the same time, the law enforcement cooperation with the public security economic investigation departments has been strengthened, and in-depth exchanges have been focused on issues such as focusing on combating the export of infringing goods by e-commerce platforms, and deepening the linkage between customs administrative law enforcement and public security criminal law enforcement.
