800 Thousand Tons! Cotton Quota Has Been Released In 2019! Pay Attention To Cotton Spinning Enterprises!

In order to guarantee the need for cotton use in textile enterprises, we have decided to issue a certain quantity this year.

(hereinafter referred to as cotton import slide tax quota).

The number of quotas and the conditions of application are announced as follows.

Quota quantity

The cotton import quota is 800 thousand tons, all of which are non state trading quotas.

Two. Application conditions

In 2019, the basic conditions for the application of cotton slipping quasi tax quota were as follows: before April 1, 2019, it was registered in the business administration department; it has good financial status, tax records and integrity; since 2017, there has been no illegal record in customs and so on; it has not been blacklisted in the "credit China" website.

On the premise of having the above conditions, the applicant must also be a spinning and weaving equipment (own) 50 thousand or more cotton spinning enterprises.

Three, application materials

(1) the application form of cotton import slide allowance quota in 2019 can be downloaded from the website of the national development and Reform Commission.

(two) a photocopy of the business license (duplicate) of an enterprise legal person.

(three) a special VAT invoice for sale of cotton, cotton and other cotton products in 2018.

Four, the principle of distribution

(1) it will be allocated according to the actual production and operation ability of the applicant (including historical import performance, spinning ability, operation situation, etc.) and other relevant commercial standards.

(two) the quota application and distribution do not distinguish between general trade and processing trade.

When the authorized bodies of the national development and Reform Commission issued the quotas for imported cotton quotas at the preferential tariff rate for tariff quotas, the enterprises should independently choose to determine the mode of trade.

Five, application deadline

The time limit for application of this cotton import quota is from April 15 to 29, 2019.

The authorized bodies of the national development and Reform Commission are responsible for accepting the application of enterprises within the territorial scope. Before May 10, 2019, they will submit the application materials to the national development and Reform Commission, and report to the Ministry of commerce at the same time.

The national development and Reform Commission will timely issue the cotton import quotas.

Six, information publicity

The application information will be publicized on the website of the national development and Reform Commission, and will be reported in the public notice period. If the application materials are not confirmed, the application qualification of the applicants will be cancelled.

Seven, other requirements

(1) the applicant shall bear the main responsibility for the authenticity of the materials and information submitted by him, and shall not have any concealment or false information.

(two) the goods imported by the applicant through the use of the imported cotton slip quota shall be processed and operated by the enterprise and shall not be resale.

(three) enterprises that have obtained quasi tax quotas for cotton imports should actively cooperate with the national development and Reform Commission and its authorized agencies to organize the application of cotton import slide allowance quota, supervision and inspection of their usage, and provide timely and reliable data needed for inspection.

Eight. Penalties

For those who apply for false declaration or refuse to fulfil their commitments, the relevant departments will adopt joint disciplinary measures in accordance with the relevant provisions of the state.

In the case of false application forms, forged information, fraudulent import quota for cotton imports, and failing to carry out import business according to regulations, the quota certificate will be collected and its future import tariff quota and sliding tax quota will be restricted according to the regulations.

Those who forge, alter or trade the quotas for import of cotton quotas at the preferential tariff rate of tariff quotas will be investigated for criminal responsibility in accordance with the relevant laws.
